Job Title: Systems and Network Administrator FLSA: Exempt/Salary

Department: IT Reports to: IT Director

General Purpose:
Under the general supervision of the IT Director and provides advanced support, planning, implementation and analysis for the city's central computer systems and network including but not limited to: servers, switches, firewalls, data and voice communications, operating systems, client server applications, active directory, databases, enterprise backups, enterprise anti-virus, intrusion detection, ,wsus, vmware, vpn and many other systems; assists with the design and planning of infrastructure to support new applications and technologies; does related work as required. Customer service and people skills are considered equal to technical skills in this role.

Essential Functions:
  • Performs analysis and support regarding server and network related equipment and applications
  • Assists with the development and evaluation of infrastructure planning to support new applications and technologies
  • Performs capacity monitoring and planning activities
  • Analyzes server and network activity and maintains performance monitoring systems as well as other software programs e.g., intrusion detection, virus scanning applications, solarwinds etc
  • Assists with product evaluations of new hardware, applications or upgrades
  • Participates in the development of policies and procedures for use of network and application systems
  • Provides advanced support, trouble-shooting and root cause analysis of complex technical systems and outages
  • Provide proactive maintenance such as updates, upgrades and patches for: server, network and application systems
  • Perform other duties as directed in a manner which supports the vision, goals, and strategic objectives as well as the overall effectiveness of the organization

KNOWLEDGE, SKILLS, AND ABILITIES
  • Advanced knowledge of client server applications, hardware systems and security
  • Knowledge of office automation, computer hardware and software and network technologies
  • Knowledge of networking and server systems: security, protocols, devices, and concepts.
  • Knowledge of personal computer and network operations, operating systems, utility programs, etc
  • Knowledge of core computer systems: Active Directory, MS Exchange, VMware
  • Skill in installing and maintaining a variety of network systems, servers and applications
  • Skill in providing technical expertise and assistance to City staff
  • Skill in communicating effectively, both oral and written
  • Skill in planning and organizing work to meet schedules and time lines
  • Ability to troubleshoot difficult hardware and software problems
  • Ability to establish and maintain effective working relationships with co-workers, City staff, vendors, and consultants
  • Ability to work independently with little supervision
  • Ability to work in a team environment to help solve complex problems
  • Ability to understand and follow oral and written directions
  • Ability to read and interpret documents such as policies, procedures, technical manuals, and business periodicals
  • Ability to respond to common inquiries and complaints from customers

  • Ability to analyze computer problems, pinpoint the cause, and provide effective solutions

Minimum Qualifications:
  • 3 – 4 years’ experience in Client Server Applications, Network Support and Administration
  • Prior experience supporting, implementing and/or administering core infrastructure client server systems such as Active Directory, MS Exchange, VMware, Extreme Networks switches, Mitel, Aruba, Palo Alto, SAN, SQL, Enterprise Backup Solutions, SolarWinds, Dell PowerEdge Servers.
  • Preferred Certifications: Microsoft Certified System Engineer (MCSE); Microsoft Certified System Administrator (MCSA);
  • Bachelor’s Degree in an information technology or related field preferred but not required

Physical Demands:
  • Must be physically able to operate a variety of automated office machines including computers, etc., and the ability to lift, carry, push, pull or otherwise move objects or items customary and reasonable in an office environment
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word
  • Hearing is required to perceive information at normal spoken word levels
  • Visual acuity is required for preparing and analyzing written computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities
  • See well enough to view computer screen and fine print, sometimes for sustained periods of time
  • Hear well enough to converse on the telephone and in person with the public
  • Use hands and fingers for answering telephones, computer keyboard, writing, and filing
  • Work is primarily sedentary, but may involve standing or walking during some periods
  • Worker is subject to no adverse environmental conditions

Work Environment:
General office environments, warehouse, shop, garage, commercial and industrial environments as well as outdoor work environments are within the scope of this position.
