Reports to: Claremore Economic Development – Current Talent Development Manager
Wage Range: $ 18.27 to $21.63 hourly, dependent upon experience
This position will be a full-time work week (primarily Monday - Friday; 8a - 5p); and at limited, coordinated times will require nights and/or weekends.
Job Summary:
The Workforce and Talent Development Manager will play a crucial role in enhancing the skills and talents of the local workforce to meet the needs of employers in Rogers County. Under the direction of the current Talent Development Coordinator, this position involves advising and implementing workforce development programs, collaborating with educational institutions, businesses, and community partners, and providing career development services to individuals.
Minimum Qualifications:
- High School diploma or equivalent, with preference for some college or an associate degree in human resources, business administration, community counseling, education, or a closely related field, or 2-3 years of relevant experience; or any equivalent combination of education and progressively responsible experience, with additional work experience substituting for the required education on a year-for-year basis.
- Excellent written and verbal communication skills.

- Ability to collaborate effectively with stakeholders from diverse socioeconomic, cultural, and professional backgrounds.
- Present yourself and your knowledge in a professional manner.
- Ability to maintain confidentiality.
- Proficiency in PC and related software, including but not limited to MS Word, MS Excel, and Adobe Products.
Preferred Qualifications:
- Bachelor’s Degree in a related field or 3-5 years of relevant experience, with a preference for workforce development, counseling, education, event management, and talent acquisition.
- Ability to think ahead and plan over a 1-2-year time span.
- Strong organizational skills and the ability to manage multiple priorities, both short-term and long-term.
- Knowledge of grant writing and grant management.
- Working knowledge of software platforms, including Google Suite, Dropbox, Constant Contact, and Asana
Primary Duties and Responsibilities:
Program Development and Implementation:
- Coordinate and implement workforce development programs and initiatives that align with the needs of local employers, community, and economic development goals and strategic planning.
- Monitor and evaluate the effectiveness of workforce programs, adjusting as needed to improve outcomes.
Partnerships and Collaboration:
- Establish and maintain strong relationships with educational institutions, employers, government agencies, and community organizations.
- Coordinate with local businesses to identify workforce needs and develop strategies to address skills gaps.
Career Guidance:
- Provide guidance and support services to job seekers, including resume writing, interview preparation, and job search strategies.
- Organize and conduct workshops, job fairs, and other events to connect job seekers with employment opportunities.
- Manage the Rogers County Career Portal, which uses GetroJobs software. This platform enables Claremore Economic Development to filter job positions geographically within Rogers County and facilitates direct connections between local businesses and job seekers.
Data Collection and Analysis:
- Collect and analyze data on local labor market trends, workforce needs, and program outcomes.
- Prepare reports and presentations to communicate findings and recommendations to stakeholders.
Outreach and Communication:
- Promote workforce development programs and services through various channels, including social media, newsletters, and community events.
- When appropriate, serve as a spokesperson for workforce development initiatives, representing Claremore Economic Development at schools, events, meetings, and conferences.
- Advise and execute a holistic workforce development scope of work.
- Maintain ongoing communications with local employers who have job openings to keep them apprised of any progress in meeting their needs and to utilize their feedback for the development of our program offerings.
- Serve as a member of various committees, as assigned.
Other:
- Support other Claremore Economic Development projects and staff as time permits.
- Perform other duties as assigned.
Special Requirements:
Valid Oklahoma driver's license, or ability to obtain one at the time of hire, to transport oneself to meetings and facility visits related to business development.
Overtime Policy:
All overtime must be coordinated with the supervisor and/or the Executive Director. Overtime is generally not authorized unless explicitly approved by leadership. Unauthorized overtime work is not permitted.
Physical Demands:
The majority of this position takes place within a traditional office environment. Additionally, this position requires off-site business visits to area companies, including manufacturing facilities, which may have excessive noise or exposure to heat, cold, and environmental elements. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
